In order to try and control the amount of bandwidth currently being used by our cache servers, we've altered the thresholds of web-based quotas a bit. The cutoff point for both user and host-based quotas remains the same, but delay pools now kick in a little earlier than they used to. This should have the affect of throttling down the top users without impacting on their ability to do work.
Most users (8436/8511 or 99.12%) will not currently be affected by this change.
